The ICRC Offering "Blueprint Reading for Design and Construction" Training to Local Human/Civil Rights Commissions

On February 26, 2016, the ICRC will be offering “Blueprint Reading for Design and Construction” training for local commissions that investigate or are considering the possibility of investigating housing design and construction claims. The focus of the training will be the reading of the various blueprints, drawings, and specifications created by architects and engineers that direct builders or construction contractors in erecting covered multifamily dwellings. The training will also cover the relationships among the entities responsible for the design and construction of covered multifamily dwellings. The ICRC believes the ability to read and understand these drawings and specifications is essential to the adequate investigation of a design and construction case. The investigator must also understand the relationships and contract responsibilities of these entities. This knowledge is necessary in order to determine not only the nature and extent of any deficiencies but also to determine how and why each deficiency came about, so that human/civil rights agencies can be more effective and efficient in their enforcement of the law and the provision of training for housing providers in the areas of design and construction.
