Minutes of the July 17, 2014 Meeting of the Iowa Civil Rights Commission


I.        Roll Call: Ho, Conley, Spicer, Lipski, Williams

Staff: Townsend

Public: None


II.        Minutes from June 5, 2014 meeting:  distributed for review and unanimously approved.


III.       Community outreach- Commissioner Williams has reached out to some community leaders asking for discussion on outreach opportunities.  Will contact community leaders in Burlington to arrange for town hall type meeting.  Would like Commission to provide training about complaint process and housing complaint process.  Consider recording for posting on YouTube/website.  Commissioner Ho volunteered to assist with reaching out to community leaders.


IV.     Director's Report- Provided copy of the press release and Order posted on the website regarding the Allison case.  Provided copy of Outreach Report showing efforts undertaken by ICRC staff between April 2013 and May 2014 including over 80 events, reaching almost 13,000 individuals, with over 15,000 pamphlets distributed and spending over 270 hours of staff time. Provided information regarding July 15, 2014 ADA Roundtable with Senator Harkin at Drake Law School.  Provided updated monthly production chart.  Advised that the amount earned for HUD contract for FY14 is approximately $480,000.   Local work-share agreements have been provided to all local commissions.  Advised of efforts for State Fair Booth and asked for volunteers to work at the booth.  Also advised about celebration of Clark v. Board of Education and Brown v. Board of Education decisions on alternate days at the fair.  Commissioner Ho volunteered to work two shifts.  Will email request to all commissioners.


V.        Commissioner Spicer- written report, attached.  Issues raised discussed with Director and other Commissioners.

Commissioner Lipski-  no report.

Commissioner Ho-no report.

Commissioner Williams-no report.

Commissioner Conley-Raised concerns he had heard from apartment owners regarding ICRC testing program.  Indicated they are taking ICRC seriously as a credible law enforcement and this is resulting in more landlords following the law.


Next meeting in Burlington Iowa, October 3, 2014, tentatively scheduled for 1pm.
