Minutes of the October 13, 2011 Meeting of the Iowa Civil Rights Commission

II.        Minutesfrom Augustmeeting:approvedbyunanimousconsentaftermotionbyMoore,secondby

Lipski.

III.      NAACPPresentationpostponedtoDecembermeeting.

IV.            Reports

a.    Director'sReport:DirectorTownsendrequestedthatallCommissionersreviewcontact

informationsothatbusinesscardsforCommissionerscouldbeordered.  ChairChapmanindicated shehasasufficientnumberofcardsalready.  Therewereapproximately2900teststakenatthe ICRCStateFairBooththisyear,whichisdownfrompreviousyears.  Discussionregardingthe boothfollowed.ICRCexpendedapproximately$6500infundsandFriendsoftheICRCpaidforall ofthegiveawaysatthebooth.  ProvidedcopiesoftheinvitationstotheFriendsAwardLuncheonto

beheldonOctober28,2011.  ProvidedupdateontheHenrycaseincludingcopiesofthePetitionfor ReviewfiledbyRespondentinPolkCountyDistrictCourt.  ReportedtheresultsoftheHUD/OFH reviewoftheICRCandthatallstandardsweremet.  DiscussedrecentKaizaneventandresultsof process.

b.   Chapman-ChairattendedtheLeagueofHumanandCivilRightsquarterlymeetingandlistenedto

thepresentationmadebyIowaRelay;attendedAfricanAmericanWomen'sConference;Induction CeremonyfortheIowaHallofFame.  Discussedconflictofinterestpolicythatwasdiscussedatthe Leaguemeeting.

c.   Lipski-Noreport.

d.   Williams-AttendedtheDesMoinesPartnershipMulticulturalFair,NewCommissionerOrientation trainingprovidedbyGovernor'sofficeandattendedthereceptionheldatTerraceHilland opportunitytomeetGovernorBranstadandLtGovernorReynolds.  Requestedtheopportunityto reviewthepreviousyears'minutesforCommissionmeetings.  Groupdiscussedthisprocessand agreedthatallCommissionerswoulddoso.  DirectorwillprovidehardcopiestoCommissioners Spicer,Witt,MooreandLipski.  WilliamsandChapmanwillreviewminutesattheICRCofficeon November4,2011.  TheminuteswillalsobeavailableforreviewtheweekofNovember1-4, 2011. SuggestednametagsforallCommissionerstowearwhenattendingvariouseventssothatothers wouldknowwhotheyrepresented.  Groupagreed.  Townsendtoordertags.

e.   Moore-AttendedtheSemperFidelisCluboftheQuadCitiessponsoredbytheAssociationfor

ColoredWomenAwardsCeremony;theWelcometotheCommunityforthenewDavenport

SuperintendentandsponsoredbytheNAACPaswellasthefundraiserandplayheldinconjunction.

 


f.        Spicer-MetwithRudySimms,Director,DesMoinesHumanRightsCommissiontodiscuss cooperationbetweenlocalcommissionsandICRC;discussionheldaboutthissubjectconcerning typesofsupportICRCdoesprovidetolocalcommissionsaswellasbudgetissuesthatareaffecting theICRCandlocalcommissions;attendedtheZetaPhiBetaStateConferenceandtheTasteofDes Moines(asdidCommissioner  Williams);moderatedtheDesMoinesSchoolBoardForumsponsored bytheEducationBrainTrust;metwithseveralimmigrantworkerswhoneededassistancetranslating applicationsfromSmallBusinessAdministration.  CommissionersLipskiandWilliamsagreedto provideCommissionerSpicerwiththenamesofindividualswhomaybewillingtohelp.  Spiceralso referredthemtotheDepartmentofEconomicDevelopment.  Requestedinformationregarding policiesofupdatingCommissioneraboutspecialinterestissuesthatariseunexpectedly.  Discussion amongCommissionersfollowed.  Suggestedupdateofphonetreewithdesignatedindividualto handlemediarequests.  TownsendadvisedthatthiswasalreadyunderwaywithICN.

g.   Witt-Noreport.

VI.       Closedsession-Wittmoved,Mooresecondtogotoclosedsessionforpurposeofapprovingsealed minutesfromdeliberationsofAugust31,2011.  Allcommissionersconsented.  ICRCenteredclosed sessionat4:30pmandreturnedat4:40pm.
